This PR adds deployment support for Robinhood Chain (chain ID 4663) by adding a new network configuration in the Makefile with Blockscout as the verifier, a corresponding deploy-robinhood-mainnet target, and updating the README's supported networks table. It also includes the broadcast artifact from an already-completed deployment to that network.
