This PR adds deployment support for the Soneium mainnet (chain ID 1868) by adding the necessary NETWORK_ARGS configuration and deploy-soneium-mainnet target to the Makefile, updating the README network table, and including the broadcast artifact from an already-executed deployment. The deployment uses Blockscout for verification at soneium.blockscout.com. No logic changes are made — this is purely infrastructure/configuration expansion following the same pattern as other supported networks.
