Summary

Rewrite the README, contribution guide, and future plan so the project is easier to evaluate by Stellar ecosystem reviewers, grant programs, and contributors.

What changed

  • Reframed PulseLayer around a concrete public-good problem and current implementation.
  • Documented the actual architecture, API surface, data provenance, development fixtures, and model limitations.
  • Added an evidence-oriented contribution and pull request standard.
  • Replaced broad roadmap language with measurable milestones and acceptance criteria.
  • Explained how potential funding maps to public deliverables without claiming guaranteed eligibility for Stellar Drips Wave 10, Grantfox, or any other program.

Verification

  • git diff --check -- README.md CONTRIBUTING.md FUTURE_PLAN.md passed.
  • npm run build passed.
  • npm run lint remains blocked by pre-existing application lint errors in untouched source files; no code files were changed in this PR.

Scope

Documentation only: README.md, CONTRIBUTING.md, and FUTURE_PLAN.md.
