What changed

• update the English and Chinese README gate status after PR Fix clean Compose build and close local release gaps #26
• record main commit cde3dcd and Actions run 31519846029
• synchronize the current-state, handoff, audit, CI evidence, and daily logs
• add the 2026-08-12 development log and update the document index to 130/130

Why

The engineering fix was merged and all five main jobs passed, but the
authoritative documents still reported PR_CHECKS_PASSED_MAIN_PENDING. This PR
closes that documentation drift while preserving the separate owner-validation
and Product Release boundaries.

Validation
