Document the allowed live-test handoff and the complete-archive publication gate

Documentation only, following merged C08 repair/evidence PR #34 (ba3f56a644a385c8aa2e8e5c9c934999184cc282). Post-merge CI #119 passed all eight jobs. The subsequent requested automated full launch #26 (34109662176) reached the self-hosted runner but its administrator job-start hook rejected the initiating actor with exit 77 before any Codex trial.

• Record the actual merged state and the denied launch without fabricating new live results.
• Require a NEW main/full dispatch by an account allowed by the runner's existing actor policy. Do not relax the allowlist or rerun the denied automated job.
• Align runbook and release instructions with the implemented production validator: one complete successful full-run archive must contain the finite C08 proof. Partial c08/recovery results cannot be spliced into archived Fix Codex runner variant dispatcher #25.
• Preserve the Fix Codex runner variant dispatcher #25 archive, product code, harnesses, runner permissions, and release checks unchanged.

This PR modifies exactly three Markdown files. It does not publish a tag/release or assert that the new C08 passed live. Existing CI remains required before merge.
