Replay legacy Standards adoption records

Summary

• treat the three Standards-state fields introduced in adopt_standards 1.7 as producer-era optional during the early closed-shape pass
• keep the existing deep replay rule that requires and binds them for 1.7+ commit receipts
• strengthen the pre-1.6 end-to-end replay test so the plan, Progress row, and receipt all carry the actual legacy shape
• regenerate the metadata, CLI, MCP, and host projections bound to the changed checker bytes

• git diff --check
