Overview
Adds a work-state block at the top of
README.md, above the existing Phenotype-org pinned references.The new lines record ACTIVE status, a 50% progress bar, and a one-line project blurb (Rust layered config/env/secrets, pre-1.0, dated 2026-06-02). No other README sections or runtime behavior change.
