this is a follow up from issue #2042 following up on the PR that closed it ( #2071 ).
this is the dedicated issue to split the output of the recent advert into flood adverts and zero hop adverts.
As a mesher I want to distinguish them, because they serve different purposes. a flood advert traverses the mesh and is therefore "expensive" while zero-hop adverts are not routed and are therefore "cheap" in context of airtime. zero-hop adverts are also suited to update the neighbor table each node maintains, therefore great for monitoring.
Therefore to distinguish if a node is noisy I want to see them separate.
The separation also helps to identify issues with a host - since flood adverts help meshers to trace paths their node is heard across the mesh. Finding these flood adverts instantly therefore helps to debug potential issues.
