This PR is for the migration drill only.
It adds the minimal governance configuration for lineth-migration-drill: only lineth-admin and lineth-maintain are created, only julien-marchand and eloi010 are included, lineth-migration-drill is private, and lineth-monorepo, lineth-write, lineth-triage, and the other PR #2 users are excluded.
It should not be merged until the dummy repository has been transferred from Consensys/linea-migration-drill and exists under the final LFDT-Lineth name: lineth-migration-drill.
After the repo exists, this PR can be merged to validate the CLOWarden ACL flow before applying the same process to the real monorepo migration.
