Summary

• Adds a GitHub project import service that creates a project, connects the selected repository, and rolls back on connection failure.
• Adds a workspace projects import panel for GitHub repository metadata without exposing token fields.
• Adds Phase 11 spec/plan plus service and UI tests for success, RBAC denial, rollback, and admin/non-admin panel states.

• This is the metadata/import boundary for future GitHub App installation callback wiring. It does not store or transmit GitHub access tokens to the browser.
