Introduce high-level components (reader/decoder/encoder/writer, playback, transcode, subtitles, TFFPlayerControl) on top of FFmpeg 8.1.x bindings. Ship rtpFFMPEGComponents and dclFFMPEGComponents for Delphi 13 Florence, uFFLoader/uFFLogger/uFFDesignTime, component smoke tests with CI, example demos (multidemo, demo_player, demo_transcode), and EN/RU documentation marked as alpha. Update bindings for cross-platform builds via ffmpeg_platform.inc and ffmpeg_rtl.inc. Signed-off-by: Laentir Valetov <Laex@bk.ru>
