Resolves Dependabot alert #44 (GHSA-r28c-9q8g-f849, high) — postcss path traversal via `sourceMappingURL` auto-loading. - postcss 8.5.16 -> 8.5.24 (transitive, via pnpm-lock only; no manifest change) - svgo already on the patched 3.3.4 here, no change Also expands `.github/dependabot.yml`: adds the `github-actions` ecosystem and groups routine minor/patch bumps into one dev + one prod PR per week. This repo currently has 5 open ungrouped Dependabot PRs; grouping is what stops that recurring. Majors stay ungrouped so they still get a real review. `pnpm build` passes.
