Refactored app to load data from CLDF dataset

With this refactoring, data loading now works by calling

clld initdb development.ini --cldf PATH/TO/TuLeD_Data/cldf/cldf-metadata.json

@StasReichert @LanguageStructure note that I had to clone the repos to a directory called tuled to get the db import working (because the project directory's name is expected to match the package name - i.e. no camel case in one and lowercase in the other).
