Updates `.github/copilot-instructions.md` to clarify that PR template and attribution rules apply to all pull requests, including those created via skills. Adds or revises `SKILL.md` files for `fix-issue`, `publish-pr`, `review-pr`, and `rereview-pr` with detailed, step-by-step workflows and explicit rules for branch naming, commit messages, PR creation, validation, and attribution. Emphasizes English-only user-facing output, prohibits AI/assistant attribution in PRs, and requires strict adherence to repository conventions and templates. Review skills are now explicitly read-only with structured output and clear scoping.
