The organization template repository is the public copy of the shared contribution policy. Pinning the new release keeps inherited pull requests in sync with the source template while its own local and CI checks now use pnpm. Co-Authored-By: Codex <noreply@openai.com>

Overview of Changes
This publishes the community-health files from
repository-toolingv0.1.3 and records their exact checksums. The template no longer prompts contributors to add artificial subheadings or a generic follow-up. This repository’s package metadata and CI now use the same pinned pnpm contract as TransitMapper, so the public copy no longer contradicts its source.Follow-ups
