Overview of Changes
This replaces Git-based shared package dependencies with a local vendored snapshot of repository-tooling
v0.2.8. The generated repository includes provenance, deterministic update and integrity commands, and a lockfile that installs without access to a private package registry.The root Markdown configuration excludes the immutable vendor tree while the standard integrity check verifies its exact contents.
