docs(site): Remove leftover planning references from page comments - #19

The Terms of Use, Official Rules and Resources pages carried the titles of internal planning documents in quotes inside their source comments and one on-page draft notice. The comments now describe the page's own behavior instead of naming where its wording came from, matching every other page in this repository. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Three page files carried the names of internal planning artifacts in quotes:
terms.astroandgiveaway/rules.astrocited the specific documents their draft wording came from, and one repeated atitle inside the visible draft banner text on
terms.astro;resources.astrocited a planningdocument's file path in a code comment. None of that is meaningful to a reader of this repository, so
each comment now says what the page does and why the wording is still a draft, the same way every
other page in this codebase describes itself, with no internal document names or paths.
Nothing about page behavior, wording shown to a visitor, or tests changes.
