docs: prepare batch B implementation tickets

Summary

• close stale Batch A ledger entries with PR and CI evidence
• add a tracked Batch B evidence snapshot, one abort-path spec, and nine serial execution tickets
• split O1 into spec then implementation; constrain S7 to diagnosis-first; record P8 as nonblocking observation
• preserve local-only OpenSpec and review artifacts outside the commit
