Also restores the executable bit on gradlew, which had been lost relative to upstream v11.2.1. The file content was already identical; only the mode had drifted, and without it ./gradlew is not runnable on Linux or macOS clones or on the CI runner.

Adds a CI build check, PR template, CODEOWNERS, a real README, and tightens
.gitignorefor release keystores.Does not touch the SDK:
FtcRobotController/,doc/,libs/, the gradle build files and the wrapper properties are byte-identical to upstreamv11.2.1, so the BIOBUZZ SDK merge stays clean.One piece of drift was found and corrected:
