Allows passing weekSettings to DateTime.reconfigure() to change week settings on an existing DateTime instance. This was previously not supported even though the underlying Locale.clone() already handled it. Fixes #1746
Closes #1726 Renamed instances of weekDay to weekday in regexParse.js for consistency.
