Defining a custom password in the docker-compose.yml file does not work, leading to the container looping with a failed authentication error (Issue LogicLabs-OU#253). Referencing the .env file resolves this issue.

Defining custom POSTGRES_PASSWORD under environment doesn't work. Changing section to reference .env file preserves function while allowing custom passwords. Resolves issue #253.
