docs: close C1 dependency advisory remediation in the brain - #6

Record ADR-26 for the pacote/tar overrides, reflect the audit-gate policy as BRAIN-006, update the canonical state with the green CI on main, add the dependency advisory follow-up as Priority 12, and leave the handoff. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
