Documentation of Override behaviour

The protocol doc (3.1) explains an FD supports quality bits remote_force and local_force.

Should the document specify the expected behaviour between SA and FD in this area?
The user experience requires functionality to be coordinated between SA and FD vendors.

Clarifications

1. Can an SA override a point that is already overriden by another SA (remote_force)
2. Can an SA override a point that is already overriden locally at FD (local_force)
3. Can one SA release another SA's override ?
4. Can an SA release a local_force override ? (assumed not)

The documentation should be clarified to indicate that no particular SA has preference over any other. SO the latest override from any SA will be acted upon by the FD.

Remote force and Local force meanings will be as for DNP3 so they do not refer to force by another SA.

The description of Remote forced in Table 10, does not make sense (English) and should be clarified.
