Two offline CLI selection tests consumed the dated provider catalog while the CLI correctly uses the current date. Once that catalog exceeded its 30-day age limit, the tests expected selection but received the intended conservative catalog-stale fallback.

Use temporary synthetic fresh catalogs for the selection paths, preserving their existing assertions. Add a CLI regression that supplies a deliberately 31-day-old synthetic catalog and checks the action, reason, and retained current model. Runtime policy, production catalog dates, age limits, and release metadata are unchanged.

Validation: unchanged-parent reproduction of both failures; 24 model-policy tests; full local suite (744 passed, 5 existing platform skips, 673 subtests); universal and clean-archive distribution validation; plugin packaging checks; negative control proving the new stale test fails when the stale-date guard is disabled in a temporary copy. The initial sandbox-denied loopback run is retained; the unchanged suite passed with its temporary local Git-daemon fixture permitted.

This is a source review draft. Required CI, including Linux mutation replay and other platforms, remains required before merge.
