Fix packaged historical router recovery and prepare unified.18

Historical replay rejected this repository’s canonical skills/anti-dark-code/scripts/adc_route.py even after PR81 supported installed and legacy layouts. Add the current packaged path to the same candidate enumeration and test all three layouts, recorded Git heads, bare repositories, ambiguity (including identical files), digest mismatches, nonregular historical blobs and redirected backfill parents. Historical records retain the existing refusal rules and never fall back to a newer working tree.

Release 2026.10.09-unified.18 with synchronized VERSION/catalog/plugin metadata, pinned examples, website, changelog and seven-page brief/PDF provenance. The release includes approved PR81, PR79’s current-time test fixtures and PR78/80’s reviewed search-discovery work. Saved ThinkPad proposals PR63 and PR61 were already incorporated through PR65 and PR66; no duplicate instruction promotion is included.

Published unified.18 release at actual squash commit f3bb47904a9eb4d75e19cc84dcdbb62039feac46. Its tree edd66473186b437d3bfeb8494659a463555af625 matches the independently reviewed candidate b41fe101dfb0dd76022cfe1f48d27096b4e829a3 and its tested synthetic merge.

Validation:

• Test-first: two packaged-layout tests failed at merged PR81; focused loader checks then passed (13 tests, 21 subtests).
• PR CI: all 14 jobs passed. Actual main CI, attempt 1: all 13 executable jobs passed; shadow recording intentionally skipped on push.
• Actual main suites: Windows/Python 3.12 — 760 passed, 5 skipped, 699 subtests; Linux 3.12/3.13, macOS 3.12 and international-path environment — each 757 passed, 8 skipped, 695 subtests; C locale — 756 passed, 9 skipped, 695 subtests.
• Complete Linux mutation replay: all 158 IDs covered exactly once, 152 caught, 6 superseded, zero survivors; all four restoration checks and both aggregates passed. The committed matrix was not rewritten.
• Actual tagged-extract release check passed against independently recorded managed-core digest 24beceec388efb6ec1e1fa68a3d348a4fe615f701a03b31107323ce5835a68bd; clean distribution and packaging pass with zero errors/warnings.
• Final-archive v17-to-v18 upgrade passed in a disposable fixture. Invariant text, gate approvals, routing/machine state, binding identity/history and upstream owner fields retained; installation bookkeeping updates explicitly. No gates or live consumer ledgers changed.
• Seven PDF pages/destinations, visual layout, version/date-only text changes and repeat-render normalized digest verified. All six published downloads match prepared bytes, SHA256SUMS and GitHub API digests; the ZIP identifies the exact release commit and reproduces all 341 source file bytes. Downloaded managed-core bytes match the rehearsed consumer.

Release integrity manifest and SHA256SUMS record the evidence and rollback digest.

Current native ThinkPad/non-elevated Windows compatibility and native host installation/discovery remain unverified. Claude and skills-ref validators were unavailable; gh skill publish --dry-run passed with repository-layout warnings. No installation on Jeremy’s machine or external contact with him was performed.
