Two fork commits, neither touching shipping code: the upstream candidate ledger, and eng/mutation landed unwired with its thresholds marked stale. No build impact here, and the harness cannot reach this head's build anyway - it carries its own Directory.Build.props, which stops MSBuild's upward search.
