Challenge Rune blocks don't always spawn in end ships

Not sure what causes this issue but it seems to happen randomly (~1 in 5 ships). The block just doesn't generate and there is nothing in the log. No other end related mods were used and no changes to the config were made.

That one's known, sorry, it's due to how I add the rune to the ship without actually editing the structure file
The current state of the system used for it isn't powerful enough to fix it, but I've been working on rewriting and expanding it for the past few weeks
