docs: add Simplified Chinese and Japanese README translations

• Added README.zh-CN.md (Simplified Chinese) and README.ja.md (Japanese)
• Added language switchers on README.md, README.zh-CN.md, and README.ja.md (bold = current language)
• Kept code blocks, JSON configs, tool names, CLI flags, and badges in English

Verification

• N/A for code checks — docs-only change (no Python code modified)
• Language switcher links verified locally across all three READMEs
• Structure matches English README section-for-section
• Native-speaker review welcome for zh-CN / ja polish

Thanks @omkarjoshi9 for the translations! The structure and approach look great. Two small things before we can merge:

• Duplicate mcp-name marker at the end of both files — README.ja.md and README.zh-CN.md end with:

mcp-name: io.github.MathiasPaulenko/wavexis-mcp

• Rebase needed — main has moved since the PR was opened. Please rebase your branch on the latest main before we merge.

Everything else looks good. Once those two are addressed we can merge it.

Removed the trailing duplicate mcp-name markers from README.ja.md and README.zh-CN.md (kept the single HTML comment at the top).
Rebased onto the latest main.
Ready for another look whenever you have a moment.
