CI: GitHub Actions build + test (windows-latest) - #23

On push to main and on PRs, build the app (compile + link + manifest) and run the doctest unit tests via build.bat, so the verification loop is enforced behind the issue->branch->PR workflow. build.bat finds MSVC via vswhere; windows-latest ships the VC toolset + Windows SDK. Closes #22. Adds .github/workflows/build.yml running
build.bat(compile+link+manifest) andbuild.bat test(unit tests) on push-to-main and PRs. This PR self-validates (CI runs on it).Note: the audit also suggested a committed .claude/settings.json permissions allowlist, but writing permission grants is correctly gated to explicit user authorization - left for the user to add.
