Closes #26. Adds SetGPUThreadPriority (gpuPriority config, default 7) so the zoom stays responsive when a GPU-heavy app runs in the background (GPU contention). Configurable/clampable; lower if it hurts a foreground game while zoomed. 32 tests pass. Needs on-machine A/B in the game scenario.

…ound apps (#26)

Less-responsive (laggy, not stuttery) zoom when a GPU-heavy app (a game, even
paused) runs in the background is GPU contention: our render engine does GPU work
every zoomed frame and queues behind the background app's. IDXGIDevice::
SetGPUThreadPriority lets the GPU scheduler favor the magnifier.

New gpuPriority config (default 7, clamped -7..7; 0=OS default), applied at init.
Lower it if it hurts a foreground game while zoomed. Won't match the Windows
Magnifier (privileged hardware-scanout path), but narrows the gap.

build.bat test: 32 cases / 97 assertions; render log confirms it's applied.
