…urement (#30) A/B frametime measurement: dwmFlush=0 (vsync Present(1,0)) has the same 1% lows as dwmFlush=1 but a lower stutter frequency in general (desktop + games), and it doesn't slip toward half-rate under a heavy fullscreen game like DwmFlush can. Closes #30. User's frametime A/B: dwmFlush=0 (vsync) has the same 1% lows as dwmFlush=1 but fewer stutters generally, and avoids the half-rate-under-game slip. Flip the default; keep dwmFlush=1 as a knob. 31 tests pass.
