Cleanup and a step-by-step setup guide for the ON/QC scopes proposal page (English and French).

Cleanup

• Clarify that anyone who knows a scope name can use it (the name itself is not sent)
• New point: a repeater with no regions set drops every scoped message
• Companion setup warns to wait until nearby repeaters carry onqc, leaving Default Region Scope empty until then
• Note that scoped messages are shorter (137 → 127 characters in testing)
• Removed a confusing table row; shortened the airport-code bullet

Repeater setup

• One command per code block, and wait for OK (resend with Send Again if none arrives)
• New steps: check firmware with ver, then clear old regions, standard settings, region settings and check the result
• Older firmware without region def: separate steps for 1.15 and 1.10–1.14 (confirmed on a 1.15.0 repeater)
• Expected region output corrected to *^ F with an explanation of ^
