Add area and firmware picker and fix code copy buttons

ON/QC scopes proposal (English and French)

• Step 4 replaces the city tabs and the separate older-firmware tabs with two dropdowns: Area and Firmware (1.16+, 1.15, 1.10–1.14). The chosen combination shows its commands numbered, one per copy block, with a version note where needed. Without JavaScript, every combination is listed with a label
• Removed the two confusing "no OK" screenshots and turned the warning into a short tip
• Step 1 uses a clean ver screenshot

Site-wide: code copy buttons

• base.css gave every <button> a 44px minimum height, including the theme's code copy button. On one-line code blocks (40px tall) the button hung out of the block and was hard to tap on phones
• Copy buttons are now a 28px square that fits inside the block and still meets the WCAG 2.2 24px target size. base.css cache version bumped
