The SCOPES item documents a repeater's answer to a direct scope discovery question, showing which channels or contacts it passes. This mirrors the app's third-party API documentation for developers receiving forwarded wardrive data. SCOPES items only appear from the app version that ships scope discovery, either enforced by the region or switched on by the user.
