Diagnostics nbp_gb and apar cannot be output

Two separate bugs really:

1. The apar diagnostic cannot be output because of a typo introduced when the branch that added this diag was merged into the trunk (jules:#614).
2. The nbp_gb diagnostic cannot be output because the plumbing for the offline diagnostic missed out adding the variable metadata to variable_metadata.inc (jules:#1462).
