Stacked on #772 (accepted-task cost cohorts); it is retargeted to main once #772 merges. Second slice of #724. - Add optional versioned assignment-shape declarations bound to the exact task text, scope, lineage and frozen routing policy. - Revalidate policy-derived minimum dimensions, effects and delegation at parent plan boundaries, keeping role authority and conservative handling of legacy plans without a declaration. - Hash repository paths in their portable `/` form so a declaration validates the same way on every platform, and keep nested manual designations in the bound identity. - Return the validated profile and identity for later dispatch integration, and regenerate the published schema contracts from Rust. Assignment-specific selection, replay and outcome-history integration follow in a separate change. Validation: formatting, 13 exact regression tests and generated-contract parity passed on Linux; Clippy and the full suites run in CI.
