Publishes Smart Accounts Kit v0.3.0 docs (now the latest), adding comprehensive guides, API references, sidebars, and changelogs.

• Docs (v0.3.0):
  • New versioned content: Introduction, concepts, extensive guides (Smart Accounts, Delegation, Advanced Permissions/ERC-7715), quickstarts, CLI, Scaffold-ETH integrations.
  • API references: smart-account, delegation (scopes, caveats, caveat enforcer client), Advanced Permissions (wallet/bundler client actions, permissions).
  • Changelogs: Added 0.1.0, 0.2.0, and 0.3.0 entries.
  • Navigation: Added version-0.3.0 sidebars and updated gator_versions.json.
• Config:
  • Set lastVersion to 0.3.0 and marked 0.3.0 as “latest” in docusaurus.config.js.
