feat: add v0.6 adoption controls

Summary

• add .bomdrift.toml policy loading plus bomdrift init scaffolding
• add focused markdown comments, dependency churn budgets, and --fail-on license-change
• wire the new controls through the GitHub Action and update docs/tests
