setup-ruby failed with 'input ruby-version needs to be specified'. There is no .ruby-version file and the Gemfile carries no ruby directive, so the action has nothing to infer from. Pinned to 3.3, matching the Ruby that Cloudflare's build used — so the Actions build produces the same output production was already serving.
