npm ci fails before TypeScript 7 ever runs:

npm error While resolving: ts-jest@29.4.9

ts-jest caps TypeScript below 7, and still does on its latest release:

$ npm view ts-jest version
29.4.15
$ npm view ts-jest peerDependencies.typescript
>=4.3 <7

So this cannot go in until ts-jest supports TypeScript 7, and forcing it with --legacy-peer-deps would leave the whole test suite running a transpiler its own peer range says it does not support. Not worth it for a dev-dependency bump.

Worth noting for whenever this does become possible: TypeScript 7 is the native port, so expect it to be a real migration rather than a bump — stricter inference in places, and anything that reaches into the compiler API needs checking. We also have a related problem in src/__tests__/openapiCoverage.test.ts that is worth knowing about when the toolchain moves (see #232).
