Ship Chetana gamechanger runtime and live hardening

Summary

• add the backend-first Chetana gamechanger runtime and official recovery rails to the managed live backend
• import the Expo and Android-native mobile surfaces and wire them to the live /api/v1/analyze and /api/v1/emergency contract
• include the analytics hardening, recovery contract, and ops dashboard work already running in the live checkout
