Group only compatible dev-tool updates in Dependabot - #8

The first grouped update (#6) bumped Babel 8, TypeScript 7 and @types/node 26 together, and every CI job failed at npm ci: ERESOLVE, typescript-eslint 8.70 supports TypeScript below 6.1. Group minor and patch updates only, so a major arrives on its own, and skip the updates that need a coordinated change: TypeScript minor and major, Babel major, and @types/node major.
