About the PR

Disables the current MD
Merges CC and MD (made by thoughtlessuser + rws)
Removes WL requirement from Overseer.
Adds MD roles to CC.
Adjusts DoC access.

Why / Balance

MD was a frontier holdover, which was useless, to be fair. ATU will get their own station later on.
Lack of players on Overseer is mostly due to it's WL status - most WL players don't go for overseer, and instead focus on fac-leaders and ADS.

How to test

Launch release version of the build
Start the round
Play as DoC, ER and OS

out of the 14 medical ships only 3 are capable of docking to EMS - dervi, tzipora, stubby
i don't think the external airlock to the south of that dock or the plating and floodlight to the north are necessary
i worry there are not nearly enough docks at all

several signal buttons do nothing
edit: doc office desk button - no blast doors to close anyhow, won't work on a curved window either
equipment room west wall button - nothing to close? blast doors on front entrance maybe?

doc has no access to ptech vendor
ATU suit room high sec airlock has no access requirement, nor the closet containing the T-53 hardsuit, and the south walls to maintenance (and doc office/bedroom walls) are way too easy to deconstruct or RCD to steal the unique suits. replace with plastitanium at least
cryo pod room should have 3 cryoxadone beakers
no pull fire alarms. existing one in the main spawn/equipment room is not linked to anything
equipment room glass table clips through a railing, upper area is poorly lit, combat medkit and defib are empty
no research server or any research capability. if i was playing this i would probably tear out half the chem lab and fill it with machines. the wrecked artifact lab is on the opposite side of the station.
if ATU will get its own station - why not replace some of the currently redundant rooms like the second chem lab or cloning bay with something useful like research?
doc office has no lights
perhaps hallway outside of medical can be cleaned up if this place will be lived in? install the floor tiles?
equipment room and main chem lab areas are defined as "post office"
missing accessible medicalbiofab machineboard - currently only exists in the DoC locker
ATU area walls seem to be a random mix of reinforced and plastitanium

losing my own station makes me uber sad. more feedback to come maybe

this gives emergency responders access to MD bank and all colonial staff (judge, service workers, janitors etc) access to CC bank, and all TSF members access to TSF bank. intended?

Ugh, the CC chimera deleting pr caused merge conflicts with this, you can revert that if thats a hassle or whatever

Would it be correct to interpret this as just tweak: Medical Dispatch station removed and merged with CC? It's just seems to be easily misunderstood.

Otherwise I'd be happy to see this pr tested out!

MD was a frontier holdover, which was useless, to be fair.

Honestly it's probably THE most active area for most civilians.

A question though, how is the seperation of md in the left and right part of the image supposed to work during a round? Is the left part like the EMS area on MD today, or something different?
