CONTRACT item 1 is resolved (db1416f: §0b/3 now says web's 90% bar is scoped to vitest.config.ts's src/lib include list). Marked resolved rather than deleted so the reasoning stays visible, dropped it from NEXT, and turned the ruling's standing-obligation clause into an explicit per-PR check instead of a one-off task. Also stopped citing ea6f2ab as still unreleased in the release-rule item — it shipped in 0.2.1 since this doc was last touched.

NEXT#1 was written against "ingress hasn't landed"; it has (340f318). Re-probed at the source level, found and reported a real gap (bare vs wrapped 404 error shape) rather than assuming ingress landing closed the item outright. Also names PR #12 as BUG-022's actual fix so #3's IN FLIGHT entry points at something concrete instead of just the bug.
