Sorry to hijack this PR @scastro-nasa, figured we might as well take the opportunity to bump everything behavior wise that's changed. Also more "functional" testing of the latest roboplan prior to release. Things are looking good! |

I vote yes.
I was going to wait to remove the submodules... but since RoboPlan is still moving forward like an F1 racecar I think they're good to keep around.

Bringing in changes to roboplan that:
Additionally, pulling up basically all the submodules since there's been a plethora of changes going in of late and we haven't done it in a while. All behaviors, etc, have been updated accordingly.
