Upgrade dependencies such that epymorph can be installed under all supported versions of python without building any packages.
The most important upgrade to consider is numpy v1 -> v2. We want to be careful to measure any impacts to numerical consistency, and also not to interfere with forecasting feature development in the v2 beta line.
