changes seem right for decomission of nfcens.

This is the PR I think you can delete, and let the changes in #33 proceed per decomissioning of wave_nfcens. |

I have closed this pull request and deleted the feature/evs_v2_0_11 branch. The changes that would have occurred will be taken care of in the feature/wave_nfcens_decom branch/PR which will be implemented a day after evs.v2.0.11. |

This change is part of the evs.v2.0.11 upgrade, which removes wave_nfcens references (wave_nfcens will be decommissioned shortly). References to nfcens are removed from parm/cleanup_rm_com
