New hazard definition for non-hurricane wind events with a user-definable max wind area(s), max wind speed(s), decay factor(s) (based on surface roughness), and reduced wind buffer zone(s). Model uses the same fragility curves for wind speed as existing wind model and can be used in multi-hazard simulations.
