This should fix random errors, when installing/rebuilding it in the worklow.(Shout out to @StarNovaBR and @LumiCoder for making it work and let me use their workflow codes to the base repository)
Also I added environment variables to simply change the haxe version and set hxcpp compile cache to speed up compilation.
Updated actions dependencies too.
