Stage RWPS mesh on cactus

@kestonsmith-noaa - I have copied your file on dogwood at /lfs/h2/emc/couple/noscrub/keston.smith/meshes/RWPS.v0.msh
to cactus on
/lfs/h2/emc/couple/noscrub/jessica.meixner/RWPS/meshes/RWPS.v0.msh

Please stage it in your directory on cactus so that https://github.com/NOAA-EMC/RWPS/blob/develop/sorc/get_externals.sh can work.

Please close this issue when you have staged this file.

Noting here that we've updated the fix files. The fix files will need to be pulled to cactus when it's the dev machine.
